BBMP presents yet another inflated budget

Undeterred by its track record of poor project implementation, the Bruhat Bangalore Mahanagara Palike (BBMP) on Thursday presented an inflated budget for 2012-13 fiscal with an outlay of Rs. 9,498.90 crore which is Rs. 100 crore more than the 2011-12 budget.

SURPLUS BUDGET

Presenting the surplus budget for the 2012-13 fiscal, chairperson of the Standing Committee for Taxation and Finance K.A. Muneendra Kumar said the total anticipated revenue was Rs. 9,288.95 crore, while the expected expenditure is around Rs. 9,498.9 crore. The expected tax revenue is Rs. 2,075.5 crore, while the non-tax revenue is Rs. 1,915.04 crore. The budget has also taken into account Rs. 1,887.35 crore of government grants and Rs. 3,411.06 crore miscellaneous receipts. With Rs. 2,628.77 crore as revenue expenditure and Rs. 6,870.13 crore as capital expenditure, there will be a surplus of Rs. 1.8 crore if the carried over funds from last year are taken into account.

MUNICIPAL BONDS

The major tax receipts are from property tax (Rs. 2,000 crore), advertisement tax (Rs. 75.05 crore) and trade licence fee (Rs. 90 crore). The budget also proposes to raise Rs. 1,000 crore from municipal bonds. It takes into account total grants of Rs. 1,716.45 crore, including grants from the 13th Finance Commission, Rs. 751 crore Special Development Grants from the State government, and Rs. 150 crore from Jawaharlal Nehru National Urban Renewal Mission.

VILLAGE INFRASTRUCTURE

Prominent among the development works envisaged for the current fiscal is the Rs. 135-crore Sarvagrama Abhydaya Programme to provide infrastructure facilities for the 110 villages that come under the BBMP limits. Some programmes announced in previous budgets, such as Vajpayee Arogyashree Medical Insurance Scheme and medical kits to girl students, have been extended this year.

Mayor D. Venkatesh Murthy said he was confident of the State government approving the budget in a month. Conceding that the implementation of projects cited in the previous budgets were far from satisfactory, he said review meetings would be held to monitor their progress. He claimed the BBMP would be able to complete all pending works by March 31, 2013.

Budget discussions will begin on July 2 and the approved budget is likely to be sent to the government on July 6, the Mayor said.
