The Committee on Public Finance of ICAI in association with the Centre for Taxation Studies will organise a Joint State Summit on issues concerning Public Finance at Mercy Luxury Business Hotel, here, on Saturday.
The summit will be inaugurated by Finance Minister T M Thomas Isaac. Ved Jain, president of the Institute of Chartered Accountants of India will preside over the function.
Uttam Prakash Agarwal, vice-president of the ICAI, will deliver a special address.
Subodh Kumar Agrawal, chairman, Committee on Public Finance and Programme and V C James, central council member and programme director, will address the session.
In the first technical session, Samar Ray, deputy controller and auditor- general, New Delhi, will speak on `Internal Control Mechanism in Public Expenditure.
V Ravindran, accountantgeneral (Accounts and Entitlement), will speak on `An Analysis of the Public Finance of the Government of Kerala. A Srinivas, deputy executive director and director (finance and projects), Centre for Good Governance, Hyderabad, will deliver a talk on `Asset Management: Framework for Government.
N Ramalingam, Reader, Centre for Taxation Studies, Thiruvananthapuram, will speak on `From VAT to GST, Issues and Remedies while Atanusan Mukhopadhyay, municipal finance expert, Change Management Unit, Municipal Affairs, West Bengal will speak on `Fiscal Prudence and Government Accounting from Cash to Accrual System.
